I’ve found some $50-80 solar panels for 15 watts of power used to keep ATV or boat batteries charged. Will these panels be able to be used to power my on-at-dusk light bulbs or will I have to buy other adaptive equipment?

if roof tiles were made of solar panel materials at a similar cost as an normal roofing tile or slate it would be easy for the government to meet its carbon footprint and cut green house gas.
if 1 tile made 0.5volts then just think how much power a house or street could make.
sell the excess back to the power grid saving the consumer cash.
i just cant find out the costs for a solar cell.

Experience of an answerer is not likely to tell you the "best" solar panels. All they will be able to do is give you their overall satisfaction with there system. Their satisfaction will depend on a lot of things, like the opinion of their contractor, the inverter equipment, the location with respect to angle from the sun and presence of shading influences, and their original expectations.
I have two 100w security lights on my garage, can i power these with solar power and what do i need?
2 100 watts is a lot of power for a solar system. Could be expesive. Try a system that uses low wattage LED. The link is for a turn-key system that will actually work. It is not cheap. If you have grid power, use it with a battery backup system.
Dont tell me the suns rays hit the solar panels and it makes electricity.
